Dr. Scott Dean joined Nephrology Associates in 1990. He received his Doctor of Medicine degree at the University of Illinois at Chicago. He completed his Residency (Chief Medical Resident 1987-1988) and Fellowship at the University of South Florida. Dr. Dean graduated from the University of Illinois at Chicago in 1985. He is board certified by the American Board of Internal Medicine in Internal Medicine and sub-specialty in Nephrology.
He is certified as a clinical hypertension specialist by the American Society of Hypertension. Dr. Dean's professional memberships include the Florida Society of Nephrology, American Society of Nephrology, Florida Medical Association, Renal Physicians Associations, and The Bays Medical Society.

Justin Frye, APRN
Justin Frye joined Nephrology Associates in September 2019 as an Advanced Practice Registered Nurse (APRN). He received his Associates of Science Nursing degree from Gulf Coast State College. He then continued his education by receiving his Bachelor of Science Nursing degree from Jacksonville State University and a Master of Science for the University of South Alabama.
He has an extensive and diverse nursing background which includes direct care in the critical care unit, chronic disease management, medical evaluation and patient assessment.Justin has a strong dedication to his patients. With collaboration with interdisciplinary healthcare professionals to create, implement and adapt individualized plans of care to restore patients' health and drive recovery goals.
Justin is a private practice APRN with Nephrology Associates and is also credentialed with DaVita and Fresenius Dialysis units to oversee and care for dialysis patients in his role with Nephrology Associates. He has privileges at Gulf Coast Medical Center and Bay Medical Center.
Desirae Dillman, APRN
With a diverse nursing background spanning over two decades, Desirae Dillman currently serves as an Advanced Practice Registered Nurse (APRN) in Panama City, Florida. She joined Nephrology Associates in May 2024. In this role, she focuses on health promotion and Chronic care management for patients with end-stage renal disease (ESRD) in local dialysis clinics.
Prior to this, Desirae worked in Tampa where she provided Comprehensive healthcare to the geriatric population, managing chronic conditions such as diabetes and hypertension in collaboration with a physician. Desirae has extensive experience which include RN Hospice Nurse, RN Oncology Nurse as well as urgent care, dialysis and progressive care setting.
Natalie Ruggieri, MSN, APRN, FNP-C
Natalie Ruggieri joined Nephrology Associates as an Advanced Practice Registered Nurse and Family Nurse Practitioner (FNP). She received her Associate of Science in Nursing and Bachelor of Science in Nursing degrees from Gulf Coast State College and earned her Master of Science in Nursing from the University of West Florida. Her nursing education began with practical nursing training, providing a strong clinical foundation early in her career.
Natalie has over a decade of nursing experience, having begun her nursing career in 2013. Her clinical focus is nephrology, where she emphasizes patient education, advocacy, and evidence-based care. She is committed to helping patients understand their conditions and treatment options while supporting informed, shared decision-making.
A Panama City native and graduate of Rutherford High School, Natalie is deeply connected to her community. She is also a proud mother of three and is known for her warm, approachable demeanor in clinical practice.
Greta Melton, MSN, APRN, FNP-C
Greta is an experienced nursing professional with a career spanning over two decades, having practiced as a registered nurse since 1999. She began her nursing education at Southern Union State Community College, where she earned her associate degree in nursing. She then obtained her Bachelor of Science in Nursing from Jacksonville State University in 2009 and completed her Master of Science in Nursing with a Family Nurse Practitioner specialization at Chamberlain College of Nursing in 2023.
Greta’s extensive clinical background includes diverse experience across emergency departments, intensive care units (ICU), hospice, home health, and behavioral health settings.
She served in roles involving nurse management, utilization review, and discharge planning, enhancing her expertise in care coordination, resource utilization, and interdisciplinary collaboration.
Greta is a strong advocate for patient education and empowerment, emphasizing the importance of patients being informed, engaged, and active participants in their care.
